The Library is located near the center of the Hamlet of Chestertown, on Main Street (Rt9), in the Town of Chester Municipal Center.
The Library Board of Trustees is the policy making body of the library. They meet each third Tuesday of the month in the library. The trustees are appointed by the Town Board. They are the custodians of the Town of Chester Library Endowment.
The Friends of the Library organizes fund raisers, operates the twice-annual book sale, hosts programs, and provides volunteer staffing for daily operation of the library. The funds raised by the Friends augment the library's operating budget provided by the Town of Chester. They meet the second Saturday of each odd numbered month at 10am in the library. The Friends of the Town of Chester Library were officially established in 1994 as a non-profit fund raising group for the library and have raised over $95,000 for the library to date. Currently over 150 community members contribute annually to the Friends and nearly 20 of these contributors actively volunteer their time to assist the group with fundraising efforts that include the summer and winter book sales, the Winter Film Festival,and the annual Wine-tasting and Silent Auction held in the spring.
